Delhi High Court reserves order on Kanimozhi's bail plea

Friday, June 3, 2011

New Delhi: The Delhi High Court has reserved its order on the bail plea of DMK MP Kanimozhi, arrested and jailed in connection with the 2G scam. She has been behind bars at Tihar Jail for more than two weeks now.

Kanimozhi's lawyer today argued that her case is different from that of the five corporate honchos - Sanjay Chandra, former MD, Unitech Ltd and Unitech Wireless, Vinod Goenka, MD, DB Realty and Swan Telecom (now Etisalat), Gautam Doshi, Group MD, Reliance Anil Dhirubhai Ambani Group (ADAG) and Hari Nair and Surendra Pipara, Senior Vice Presidents, ADAG - as they were named in the very first chargesheet and they are officials of telecom companies.

The lawyer also argued that Kanimozhi had nothing to do with spectrum allocation and that Rs. 214 crore given to Kalaignar TV not a bribe but a loan, duly returned with interest through cheques.

Justice Ajit Bharihoke, after hearing detailed arguments on the bail applications of the accused, said the order on their pleas would be pronounced later.

Kanimozhi had moved the High Court after the special CBI court had dismissed her bail pleas and ordered her arrest on May 20.

Earlier today, a court rejected the bail plea of Cineyug Films' Karim Morani, one of the accused in the 2G scam case. Morani is accused of facilitating kickback payments to Kalaignar TV.

A special CBI court had, last Thursday, reserved its order on his bail plea. Morani has been named by the CBI as a co-conspirator in the 2G scam. He has been getting exemption from personal appearance on the ground of ill health.

Kanimozhi has been charged by the CBI with allegedly conspiring with former Telecom Minister A Raja and accepting Rs. 214 crore as bribe via Kalaignar TV, in which she owns 20% stake. Raja, a DMK MP and a Dalit leader, has been in Tihar Jail since February for allegedly planning and executing the 2G scam when he was Telecom Minister in 2008. A company that he favoured allegedly sent him the massive bribe.

Germany announces end to nuclear power by 2022

Berlin: Germany's Environment Minister has said that Chancellor Angela Merkel's coalition government has agreed to shut down all of the country's nuclear power plants by 2022.

Norbert Roettgen also says the seven oldest reactors taken off the grid pending safety inspections following Japan's Fukushima nuclear disaster in March will remain offline permanently.

He says all but the three newest reactors will be shut down by 2021, and the remainder a year later.

Roettgen announced the agreement early Monday morning after hour-long negotiations between the governing parties.

Merkel in 2010 had pushed through to extend the lifespan of the country's 17 reactors with the last one scheduled to go offline in 2036, but she completely reversed her policy in the wake of Japan's nuclear disaster.

Jaipal Making Secret Visits To Hyderabad
|Jaipal Making Secret Visits To| Hyderabad| Being a union| cabinet minister| is a matter of prestige for any leader Honorable |Jaipal Reddy -| Cabinet Minister for Urban|

Being a union cabinet minister is a matter of prestige for any leader and he carries a lot of aura around him. Whenever he comes to his home state, there will always be a lot of hungama in the media and the party leaders make a beeline to him.

But our union minister for petroleum S Jaipal Reddy is a different man. Normally he prefers to stay put in New Delhi, just like our former prime minister P V Narasimha Rao who had hardly come to his home state, even after his retirement from politics. Even if Jaipal comes to Hyderabad, he never discloses to anybody and it is always a secret visit. Though he is the only Cabinet minister from the state, he maintains a low profile.
At a time when the opposition parties in the entire country in general and Hyderabad in particular were agitated over steep hike in petrol prices on Sunday, Jaipal Reddy quietly disappeared from the national capital of Delhi. Nobody was aware that Jaipal was cooling his heels in his residence in Hyderabad, spending time with his family members.
Except a few of his friends in politics, nobody visited his residence. Had our CPI state secretary K Narayana or CPI-M leader B V Raghavulu known about Jaipal’s presence in Hyderabad, they would have stormed his residence along with hundreds of activists to protest against the petrol price hike.
Apart from petrol price hike, Jaipal is also scared of facing the Telangana agitators. And if people know that he is in Hyderabad, he would be under constant attack from the Telangana activists and leaders. Hence, these secret visits!

Suicidal Tendencies Among Indian Youth

Suicidal Tendencies Among Indian Youth
India is a fast growing nation with vibrant economy and a survey has revealed that more than 45% of India’s population is youth. While all that sounds so encouraging, here is a fact that might be hard to bite. I am talking about the mindset of the youth, their approach towards life and the result of their actions. To be precise, it is the intent that they have reached the end of the road which is leading them to a rather abstract decision- suicide. While some are jumping the gun to do the unthinkable, my experience has seen many youngsters who are developing strong tendencies.

Many are feeling suicidal and here are few reasons for that. Today’s generation is having settlements at early age, they are acquiring all pleasures at a quick pace and with this, they see no target ahead. Even if they set one target, that is unreachable and impractical. As such, there are two categories for suicide- dysregulated impulse control and propensity to intense psychological pain which is caused due to social isolation or hopelessness. There are also the mood disorders along with specific genetic and neurobiological factors.

The above mentioned factors are affecting the Serotonergic system. Also, there is a drastic variation in the physiology. An erratic behaviour of hormonal ups and downs is being observed in the youngsters these days due to lack of physical work. Without much bodily activity and getting used to the comfort of ACs, activities like few minutes spent in traffic or regular environment, a small altercation with a loved one, a problematic situation tends to drive them impatient leading to ailments and rash decisions.

The other ironical fact which has been on the rise is the youngsters are getting depressed looking at very successful individuals. As such, it could be their school friends, next door neighbours, former colleagues at work and if they tend to reach great heights that becomes an issue. Also, youngsters seeing other youth celebrities like cricketers, actors, models, entrepreneurs find a drastic difference in success feel inferior instead of drawing inspiration. This is making them drift towards alcohol, sex, drugs and this is slowly steering them to suicide during certain situations.

It is about time today’s generation going through a bout of attitude problems and exaggerated self-pride first learns to educate themselves on the value of life and things to be achieved in life. Counselling, meditation and sports helps build a lot of confidence, focus should be more on that. Hope they take this as the lead and start a new life

Pawan Forced To Give 'Gabbar Singh' To Ganesh
|Looks like after the debacle of |'Theenmaar' |which Ganesh Babu has produced, |Pawan Kalyan is trying to resurrect| Ganesh's film career as a |'Teenmaar' has failed at the box office and| Pawan Kalyan| wants to render maximum help to Ganesh, |and refurbish his role as a producer.| All apprehensions come true!| Ganesh Babu will be producing |Gabbar Singh Telugu and not Pawan Kalyan.|

It is Pawan Kalyan who proposed to remake 'Love Aaj Kal' in Telugu. It is Pawan Kalyan who suggested the name of Jayant for direction. It is he who decided to give the dialogue writing job for Trivikram. It is he who made him get Rs 2.5 Cr as remuneration.
Finally it is Pawan Kalyan who finalized the heroines, locations and every small aspect of the film.
Since everything was done as per the decision of Pawan Kalyan, now Botsa (the real producer of the film) felt that only Pawan should bear the pain of loss as well.

Hence with the fear on Botsa, Pawan Kalyan ceased his idea of making 'Gabbar Singh' in his own production. Hence he has given that again to Ganesh Babu, the salaried producer of Botsa who made Teenmaar.
And above all, Pawan is not at all involving in any aspect of the movie making it seems.

Lahore, May 8(ANI): Al-Qaeda chief Osama Bin Laden was not shot dead by US Special Forces (SEALs) in 'Operation Geronimo', but blew himself up to avoid capture soon after they launched the raid at his Abbotabad compound on May 2, according to a report.
The Saudi-born terrorist, who had evaded capture for a decade, was killed in a top secret operation involving a small team of US Special Forces in Abbottabad, located 50 kilometres northeast of Islamabad and 150 kilometres east of Peshawar.
It is learnt that Bin Laden's body parts were cut into multiple pieces- as happens in suicide attacks following the bombing- leaving no option for the US forces to simply identify him, The Nation reports.
A senior Afghan intelligence official said on the condition of anonymity that the Americans had planned to nab him alive.
"But they miscalculated. Osama blew himself up to avoid capture," he said confidently, but declined to give further details. According to him, he had frequent contacts with the US Special Forces involved in the covert operation even before the raid.
"The Americans had to conduct his DNA test that helped them establish his identity. So this is why US President [Barack] Obama straightforwardly blocked the publication of his photos, saying "they might act as incitement to additional violence. He (Bin Laden) left himself unrecognisable, and this is why the photos are too horrible to be published," believe counter-terrorism experts.
The US claim that their forces shot Bin Laden dead is totally false, the sources said, adding that in case of gunshot killing, the dead was left identifiable, no matter how many times he was shot.
The Americans claim they shot Bin Laden in the head and chest, so why they did not show his body parts, questioned counter-terror experts.

They said that Bin Laden was the man who had introduced the suicide-bombing phenomenon in Pakistan by directing the first-ever suicide attack on the Egyptian Embassy in Islamabad in 1995.
"It was an Egyptian dissident who had rammed an explosive-laden vehicle into the Embassy," the experts emphasised, adding that only the Sri Lankan Tamils had shown this trend to the region before.
"Osama made a mix of his vision in Arab bravery and Tamil precision. He had begun recruitment from across the globe and he had ordered execution of hundreds of suicide attacks in Pakistan" they said.
"So in the end, he blew himself up also. That's why the Americans have nothing in hand to show or to prove that they shot him dead. A suicide bomber explodes into pieces and only the DNA can identify him," experts added.
That the authorities kept the compound close for several days before opening it to the media, also raises questions about the authenticity and credibility of the US operation

Supreme Court stays Babri Masjid Ramjanmbhoomi verdict

Supreme Court stays Babri Masjid-Ramjanmbhoomi verdict | By Indo Asian News Service|Supreme Court stays Babri Masjid-Ramjanmbhoomi verdict| Supreme Court stays Babri Masjid-Ramjanmbhoomi verdict | Allahabad High Court's verdict on the Babri Masjid-Ramjanmbhoomi disputed site by New Delhi,| it a strange and surprising Supreme Court stays Babri Masjid-Ramjanmbhoomi verdict| The India |The Supreme Court today stayed the operation of the Allahabad High Court's judgement in the Ram Janmabhoomi-Babri Masjid land dispute case.

New Delhi, May 9 (IANS) Calling it a strange and surprising order, the Supreme Court Monday stayed the Allahabad High Court's verdict on the Babri Masjid-Ramjanmbhoomi disputed site by which it had directed the site be divided equally between the three contending parties.

Assailing the judgment of the Lucknow bench of the Allahabad High Court, the apex court bench of Justice Aftab Alam and Justice R.M. Lodha Monday said that by directing the partition of the disputed site, the high court has given an entirely new dimension to the case.

'It is a rare judgement whose operation has to be stayed,' the court said.

'It was a strange and surprising order that was not prayed for by any of the parties and cannot be allowed to remain,' it said.

While admitting the appeals by all the parties, the court said that 'status quo as a disputed site will remain as directed by the constitution bench of the apex court by its verdict of Jan 7 1993 and that of March 13-14, 2002'.
While ordering the stay, the apex court bench of Justice Aftab Alam and Justice R.M. Lodha said that at least on the issue of the staying the operation of the high court verdict, there is a unanimity.

The apex court had allowed worship at the makeshift temple at Ayodhya and restrained all the parties from carrying out any religious activities on the 67.703 acres of land that was acquired by the central government around the disputed site.
The Lucknow bench of the Allahabad High Court on Sep 30, 2010, ruled that the Babri Masjid in Ayodhya was built on a site after demolishing a temple on it way back in 1528, and that the spot where a makeshift temple to Ram Lulla was built after razing the mosque in 1992 was indeed where Hindu god Ram was born.

The Lucknow bench ordered that the land around the disputed site would be divided into three parts -- one for Hindus, another for Muslims and the third for Nirmohi Akhara, a Hindu sect and an original litigant in the case.

Flying Saucer appeared in Mumbai

An UNIDENTIFIED flying object was sighted by people at the Gateway of India in Mumbai on Thursday (August 28). A video was also shot by an alert citizen and the same has been posted on the popular internet video site You Tube.

The sighting has created a stir as the video clearly shows a flying object coming out of nowhere into the sky. It remained there for some seconds and then vanished out of the vision.

People said that this was one of the most visible UFO sightings in the country. The UFO landings have also been sighted at Thane and Kalyan and caused widespread rumour as people in all parts of the city are claiming to have witnessed the object.

While some of the local citizens have termed it as a crap, others have taken it seriously and making frantic calls to know about the reality. A Mumbai resident said “UFO sighting in Mumbai? Guess someone had too much free time. How can someone possibly spot a UFO (that too so huge) in the city filled with smoke, smoke and more smoke?.”

However, all were not so circumspect, another resident said, “There is another world beyond the earth and the sighting of UFOs confirms this.”

But, another Mumbai resident had an interesting take on this, he said, “Aliens comes to rescue!!!No traffic problems!! Caught in traffic catch a UFO to your office. What do you say??”

Whether it was UFO or a hoax, experts will have to find out, but this sighting has created a buzz in the financial capital of India. People across Mumbai are looking skyward to see if they can spot the UFO once again.

Unidentified flying objects near New York

Sometime back I read a website which says about the UFO(unidentified flying objects) appearing in the sky near New York..

“ Residents of New York were surprised yesterday when a UFO appeared on the sky. It was reported the silver object was seen over Manhattan’s west side.

Upon spotting the object, thousands of residents called the Federal Aviation Administration and the different police departments. The object was caught on a picture, which you can see above. The object appeared on the sky at around 1:30 pm and according to witnesses it hovered for several minutes.

According to the FAA radar, there wasn’t anything on the sky at that time. The mystery continues. “

Do someone have any more info about this NYC UFO?

Kohli's century helps India to resounding win

Virat Kohli struck a career-best 118 Wednesday as India cruised to a five-wicket victory over Australia in the second one-day international.

The 21-year-old struck 11 fours and a six during the 121-ball knock that helped the home side wrap up a win with seven deliveries to spare and take a 1-0 lead in the three-match series.
Supported well by Suresh Raina (71 not out) and Yuvraj Singh (58), Kohli dominated the bowling with ease and bettered his previous best of 107 versus Sri Lanka at the Eden Gardens in Calcutta last year.

Raina produced a well-paced 47-ball knock to power the team through under lights even as the inexperienced Australian pace bowlers tried hard to get the breakthroughs. Yuvraj was content playing second fiddle to Kohli during a 137-run third-wicket stand that laid the foundation for the big chase.

The left-hander hit five fours off 87 balls before he was bowled trying to pull a slower one from Clint McKay. McKay had also accounted for openers Shikhar Dhawan and Murali Vijay. The pace bowler bowled debutante Dhawan with a delivery that came in sharply and then induced an edge from Vijay. John Hastings took two quick wickets, that of Kohli and captain Mahendra Singh Dhoni, but the effort was too little too late. Earlier, captain Michael Clarke produced a resolute century as Australia set a challenging 290-run target. Clarke compiled a neat 111 not out, returning to form in style after a forgettable test series in which he could manage only 35 runs in four innings. He was in two big stands with Michael Hussey (69) and Cameron White (89 not out) that lifted the team to 289-3 after being asked to bat.

Clarke struck seven fours and a six during his fifth one-day century, which lasted 138 deliveries. He first rescued the side with a 144-run stand for the third wicket with Hussey, and then powered it with a 129-run unbroken partnership for the fourth with big-hitting White.

Hussey showed early flourish with some well-timed drives on the off side. The left-hander struck seven fours in a 78-ball innings and was happy to rotate the strike with Clarke when the ball was not coming on to the bat.

White smashed six fours and as many sixes during his 49-ball knock, as Australia raced ahead after being 186-3 in 42 overs, when the batting power play was taken. Australia added 114 in the last 10 overs, 84 off them off the last five, with seam bowler Vinay Kumar once going for 17 runs and then for 23 in the last over of the innings. Australia had two early setbacks as Ashish Nehra produced a fine spell with the new ball to reduce the visiting side to 16-2.

Left-hander Shaun Marsh inside-edged one on to the stumps without scoring while Tim Paine failed in a desperate attempt to clear mid-on and was caught by Vinay Kumar for 9 off 24 deliveries. Nehra's first spell read 4-1-3-2.

Allrounder Hastings and left-arm pace bowler Mitchell Starc made their debuts for Australia. For India, left-handed batsmen Dhawan and Saurabh Tiwary made their first appearances.

Both teams are playing the series without several prominent players.
India is without Sachin Tendulkar, Zaheer Khan, Harbhajan Singh and Pragyan Ojha, all of whom have been rested. Virender Sehwag, Gautam Gambhir and Ishant Sharma are out with injuries.

Australia is without regular skipper Ricky Ponting, Mitchell Johnson and Shane Watson.

The first match was washed out in Kochi while the final match will be held at Margao in Goa on Sunday.

A CAR which Changes colors according to ur mood.

Get ready to see future car with "chameleon paint" which would change its colour according to the owner's mood or clothing on a particular day.

In fact, tomorrow's car could also have windscreens made from plastic instead of glass in an effort to reduce weight and save fuel, while buttons could be replaced by jelly-like plastics to improve the user experience inside the car.
The shift towards alternative materials for cars indicates how the industry is pushing boundaries to try new materials in an effort to reduce weight and, therefore, fuel use.

"Glass is so heavy. But the big problem with polycarbonates has always been in scratching," the Sydney Morning Herald quoted Mazda's European design manager Peter Birtwhistle as saying.

However, he said that advancements in design and technology generally are pushing carmakers to consider alternative materials in the quest for lighter weight.

Lightweight, flexible and multi-function materials are the next step in futuristic car design, according to the senior Mazda designers.

Speaking at a recent design workshop in fashionable Milan, Italy, the designers highlighted the new materials being explored to reduce the weight of vehicles and make them more appealing to look at and touch.

When asked what he thought one of the biggest advances in car design would be over the next few years he said: "Developments in materials and the structure of materials where you can combine several components into one."

"Being more focused about how you build and structure the car will be crucial. If you have a door that has structure in it that's still good to look at, then you save money and weight," he added.

Birtwhistle also said there was a move towards bioplastics, which were made from plant products rather than oil.

"In the future many more customers ... want to be more aware of how much energy a product uses," he said.

He even suggested that onboard solar panels could also emerge as a popular technology.

Customisable cars is also something being looked at as electronics increasingly shape cars of the future.

Changeable colours are also something that could allow easy customising, in much the same way as a mobile phone cover can change the look of the phone.

"We imagine you could change the colour of your car depending on what you're wearing or what mood you're in. You could even scan the pattern of your shirt," said Birtwhistle.

In fact, lighter colours could help save on cooling in the cabin, thereby reducing energy consumption.

"Why not change the colour of the exterior paint so it goes white when it's hot [and sunny]?" he said.

Mazda is also looking at flexible seat material, which would allow cars to quickly convert storage space to seats, or vice versa. (ANI)

Mukesh Ambani could be the richest man on earth by 2014

Indian business tycoon Mukesh Ambani could be the richest man on earth in 2014 with a net worth of USD 62 billion, pipping Mexican billionaire businessman Carlos Slim, according to a forecast by the prestigious Forbes magazine. "One of the predictions is that Reliance Industries'' chief Ambani, who currently has a net worth of USD 29 billion, pips the world''s richest man Mexican businessman Carlos Slim to top Forbes'' rich list in 2014," it said.

Ambani''s net worth swells to USD 62 billion while Slim is "hit hard by Mexican political, financial chaos," according to the prediction by Forbes. 53-year-old Ambani currently ranks fourth on Forbes'' list of the world''s billionaires.

Forbes has listed a number of events that could happen over the next 10 years in the field of politics, energy, medicine, finance, society and technology. The publication asked its staff and contributors to forecast some of the "noteworthy events" till 2020.

"A vision of the coming decade sketched from real data, projections and facts whenever possible -- though we''ve injected a dose of rigorous science fiction to fill the gaps," Forbes said about its special 2020 report called ''What Happens Next -- Our Look Ahead''. Another forecast in the field of finance and economics is of fraudster Bernard Madoff''s death in his prison cell in 2011.

The convicted Ponzi-scheme perpetrator is found hanging in his cell and "prison officials will not rule out foul play," according to the Forbes forecast. "Futurism favours the bold.

Look more than 30 years ahead.

and critics will forgive your inaccuracies.

We''ve attempted a thought experiment with far tougher standards: predicting the future that''s just around the corner," Forbes said. In 2012, social networking site Facebook debuts on NASDAQ. Its IPOs value USD 40 billion and founder Mark Zuckerberg becomes the first 20-something who is worth USD 10 billion-plus.

Then by 2020, Wal-mart employs five million people worldwide and its sales pass the one trillion dollar mark. The company "cites successful India and Brazil expansions" for the landmark.

In 2017, Harvard endowment doubles in seven years to USD 50 billion. It offers free tuition to lure top students from China.

The US job scene finally improves in 2018 as unemployment drops below seven per cent and worst of quadruple-dip recession is likely over, Forbes predicts.

VBMania Virus attacks NASA server

(IANS) An e-mail virus has attacked servers across the world, including those at NASA and Google, and possibly the US internal security department office.

The virus, called 'here you have' or 'VBMania', is a simple Trojan Horse that arrives in your inbox with the odd-but-suggestive subject line 'here you have', the Fox News said Saturday.

The body reads 'This is The Document I told you about, you can find it Here' or 'This is The Free Download Sex Movies, you can find it Here'.

The Internet Storm Center, a free analysis and warning service that tracks malicious internet activity, reported that the initial application that generated the vast cloud of spam clogging servers had been taken down, which should limit the spread of the virus Friday.

However, the centre warned: 'New variants may well follow.'

Leading virus monitors such as McAfee Labs and Symantec are currently investigating the threat, and have already updated their website to push security products that could protect users.

'Stop or remove the virus with Norton Internet Security 2011,' advised Symantec on its site Friday morning. The security companies describe 'here you have' as especially challenging to monitor, since the virus may already have replicated into several new forms.

In addition to a variety of major corporations, the virus appeared to take down internal servers at the Department of Homeland Security (DHS) Thursday. Sources said that some DHS agencies that run on the Immigration and Customs Enforcement server crashed and were mostly disabled throughout Thursday.

But US officials denied that issues with its servers were related to the virus, saying that 'DHS was not among the agencies that were affected'.

'It's a phishing attack -- when you click on the link in an e-mail it goes into the address book. It was clogging a bunch of e-mail and that's it,' officials said.

Temple of Gloom - TTD

Lord Vekateswara's benevolence draws millions of devotees to the Tirumala temple, but maladministration and misdemeanour are shaking the faith in the governance of the richest Hindu religious entity. Rocked by controversies and scandals, the Tirumala Tirupathi Devasthanams (TTD) is being accused by employees and trustees of being in disrepute.
The charges are so serious that on the expiry of the tenure of the existing board of trustees last week, Chief Minister Konjeti Rosaiah appointed a Specified Authority (SA) of three IAS officers to oversee temple affairs. "Our foremost priority is to serve the devotees in an effective manner and ensure a transparent administration," says J. Satyanarayana, chairman of the SA that is mandated to clean up the mess and put governance back in order without eroding faith.

That may be a hard task. Inquiries by India Today revealed that gross management of valued assets including jewellery, poor auditing, lack of transparency, sales of advance tickets and belligerence of employees has plagued the functioning of the TTD. With an annual budget of Rs 1,335 crore, 8,000 regular employees and another 6,000 outsourced for various jobs, the TTD is an empire in itself. It is the wealthiest religious entity in the world with 14 tonnes of gold and jewellery worth Rs 500 crore.

Internal reports by B.V. Ramana Kumar, former chief vigilance and security officer of the TTD, presented on July 28, 2008 and February 23, 2009, have bared the misappropriation of 300 gold medallions in 2007. The report suggested measures to ensure safety of the jewellery and punitive action in the conspiracy, criminal breach of trust, forgery, corruption and cyber crime involved in the manipulation of online and advance booking of tickets by temple officials.
Unholy Mess

1. The Tirumala temple has 14 tonnes of gold reserves and jewellery worth Rs 500 crore donated by devotees. These have not been recorded and valued properly and security for them is not foolproof. Three years ago, 300 gold medallions were misappropriated, exposing security and safety loops.

2. Online tickets for rituals and darshan are booked in advance and sold for a premium by TTD officials in connivance with touts, resulting in huge losses to the temple. Tickets for some rituals have already been booked till 2100, allegedly through touts.

3. Recording of finances and accounting practices are so shoddy that it is impossible to retrieve the total assets of the TTD from one single source. This makes it easier to siphon off funds from the TTD.

4. High positions on the TTD board are held by political appointees, resulting in corruption and mismanagement of funds.

Kumar made specific suggestions for greater accountability and transparency. These include keeping temple jewellery under physical custody of two gazetted officers with a double lock system; maintaining records of transfer and handling of jewellery on a daily basis giving the date, time and name of the handler; conducting a monthly inspection by the Joint Executive Officer of the TTD and making a detailed annual inspection in the presence of a team of designated senior TTD officials.

For a self-appraisal of procedures, the TTD has constituted a six-person committee headed by retired Supreme Court judge D.P. Wadhwa. It will look into the safety and security of temple ornaments, whether their security is foolproof, examine maintenance of the inventory register, periodic appraisals of the ornaments by the official gold appraiser and maintenance of stock registers regarding ornaments donated by devotees from around the world. The panel, which has met twice since January, will meet again at the end of September to finalise its findings.

During 2004-08, the TTD had been toying with the idea of using CCTV cameras to track the movement of jewels and the maintenance of registers. After digitisation of the jewellery stock was done, the initiative gathered dust. Worse, the actual value of the jewellery inventory is not known and it is grossly undervalued. Jewellery appraisers hired by the TTD are not skilled and valuations are not based on current market rates. There is a need for a panel of experts to value and index it to gold rates at least once in five years for a realistic appraisal.

The recording and accounting practices are so shoddy that it is impossible to retrieve the total assets of the TTD across the country from a single source. The TTD's current financial advisor and chief accounts officer, from the Indian Revenue Service, is not familiar with best finance, audit and accounting norms and practices. Consequently, attempts at vigil are turned into turf battles. Pointing out that the black marketing in advance reservation tickets flourished because no action was taken on the basis of vigilance reports in 2007 and 2008, a distraught Kumar wrote, "This is because these employees have no fear of God, no fear of punishment and no integrity". He suggested that the investigation be handed over to the Andhra Pradesh Police to bring the offenders to book and streamline the system. But it is glossed over.

An independent probe by the Department of Vigilance and Enforcement headed by V. Dinesh Reddy, director general of police, threw up startling facts. The advance bookings of tickets for ritual and darshan are mired in shady deals between 54 people, including at least three members of the TTD board-M. Anjaiah, Kale Yadaiah and G. Subrahmanayam who demitted office last month-and travel agents and touts. The report points out how the board members' private assistants employ assistants to sell the discretionary quota tickets for sevas and darshan at exorbitant rates in the black market. It also pointed out that some TTD employees working at Tirumala are also part of the black market business. This brings to light how advance booking for the most sought-after and high-end sevas like Vashtram and Abhishekam have been issued till 2100, ninety years from now. For this, some unscrupulous travel agents and conniving employees hacked the TTD website to manipulate the bookings.

Even as they demitted office in August, the controversial board members accused Joint Executive Officer A.V. Dharma Reddy of unscrupulous practices. With one of Dharma's assistants committing suicide and TTD employees demanding his removal, the state Government was forced to send him packing from Tirumala to the state Information Commission in Hyderabad last week.
The three controversial members were accommodated on the board as part of political patronage following the appointment of D.K. Adikesavulu as chairman in thanksgiving for defecting from the TDP to support UPA-1 during the 2008 confidence vote in the Lok Sabha. Dinesh's 158-page report presented on August 13, 2010, to the state Government recommends measures to put an end to the racketeering. These include insisting on identity proof of devotees at the time of booking and crosschecking them when they arrive for the rituals and darshan; cut back on the discretionary quota enjoyed by the TTD Board of Trustees; reviewing the system of trustees appointing private assistants who, in turn, employ others as touts who sell the tickets at a premium. Such a practice should entail severe punishment.
The recommendations are simple ones that even a small entity would enforce as a routine measure. But not for the TTD. It is ironical that at its last meeting, a clueless TTD had asked the Andhra Pradesh Government to order a comprehensive probe into the activities of its own temple administration. This was virtually a failure of the TTD board to play an active and advisory role in the management. The 14 board members are seen as holding high-profile positions, dispensing favours and making money at the cost of the temple. The executive officer has the authority to bring to the state Government's notice if any of the members' decisions are anti-religion or against the interests of the temple.
"Our priority is to serve devotees effectively and ensure a transparent administration."J. Satyanarayana, chairman, Specified Authority
With huge finances at its disposal, the TTD has expanded beyond its own control. It needs to reinvent itself by focusing on core functions like pilgrim-centric services including easy darshan, security, prasadams, accommodation, finances and outsourcing all non-core activities. For this, downsizing is a must; so is strengthening internal mechanisms like audit and minimising discretion, which in the hands of a few, has made the TTD a hub for corruption. Jobs have been grabbed as if they were hereditary rights by those without skills and competence. Some have been appointed to key decision-making posts that they are likely to hold for nearly two decades. A devout TTD insider says, "Only the Lord can clean up this mess."
Stern measures are difficult to introduce as the belligerent employees hold the TTD management to ransom. Many are not qualified, and career related training opportunities are not available. Political interference has to be minimised and politicians should be barred from the TTD board. Instead, representatives from among donors, experts who can advise on improving TTD operations and people known for public service should be included. For this, the TTD will have to be run like a corporate with its management culled from government officials skilled in administration, finance and security. Chief Minister Rosaiah will have to leverage on the latest Specified Authority to push for those reforms. But till that happens, all that hapless devotees can count on is divine intervention.
